This happened within the framework of a seminar dedicated to the topic \"Problems and solutions for the development of mountain biking\". The event was organized by the Tourist Society \"Boeritsa\" in the hut \"Planinets\" on the territory of the National Park \"Vitosha\". The seminar is part of the project \"Vitosha and Lyulin Mountains - European mountain biking destination Velopark Two Mountains\", funded by Sofia Municipality through the Europe 2024 Programme.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">About Bulgarian Mountain Bike Association (BMBA)<\/h3>\n\n\n\n<p><strong>BMBA<\/strong> is a coalition of legal entities and individuals dedicated to the development of mountain biking in Bulgaria. Although it is not a legal entity, the association has clearly defined rules, rights and obligations for its members. The next steps are to structure activities, develop a website and communication channels, and attract new members who share the values and goals of the association. BMBA is not a legal entity.<\/li>\n\n\n\n<li>BMBA is officially presented under the name \"Bulgarian Mountain Bike Association\" with the abbreviation \"BMBA\", and in English under the name \"Bulgarian Mountain Bike Association\" with the abbreviation \"BMBA\". A list of its member legal entities shall be appended where appropriate, supplemented by the text \"and over ..... Bulgarian citizens and civic groups\".<\/li>\n\n\n\n<li>The main goal of BMBA is to create and improve the conditions for mountain biking in Bulgaria.<\/li>\n\n\n\n<li>In order to achieve its objective, the BMBA may carry out the following activities:<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sharing and exchange of information, experience, knowledge and contacts, as well as joint work on topics related to the purpose of the Association.<\/li>\n\n\n\n<li>Creation, maintenance, and preservation of bikeways, trails, bike parks (whether in mountain, urban, or other environments), and other types of mountain biking infrastructure.<\/li>\n\n\n\n<li>Establish, promote and enforce uniform rules for marking mountain biking routes\/trails\/routes.<\/li>\n\n\n\n<li>Creation and promotion of ethical norms and training programs related to the practice and development of mountain biking.<\/li>\n\n\n\n<li>Protecting the interests of mountain biking practitioners by formulating opinions, statements, requests, positions, expert conclusions and other similar forms of representation and common actions (including sending persons to participate in working groups, meetings and the like) before state and municipal authorities and their administrations, as well as before any state, municipal or public institutions, and also before formal and informal associations and associations of citizens and\/or legal entities in relation to the objectives and activities mentioned herein and\/or other topics o<\/li>\n\n\n\n<li>Supporting individual members of the BMBA in their dealings with international, state and municipal bodies and their administrations, as well as with any state, municipal or public institutions in relation to the objectives and activities set out herein and\/or other topics of common interest.<\/li>\n\n\n\n<li>Developing strategies for the development of mountain biking and for the construction and maintenance of MTB infrastructure in Bulgaria.<\/li>\n\n\n\n<li>Promotion of mountain biking as a hobby and a form of tourism and promotion of places for its practice and Bulgaria as a MTB destination.<\/li>\n\n\n\n<li>Representation of the Bulgarian MTB community before international organizations, institutions and others.<\/li>\n<\/ul>\n\n\n\n<ol start=\"5\" class=\"wp-block-list\">\n<li>The BMBA is open to legal entities (both non-profit and commercial companies) whose activities correspond to the objectives and activities of the Association, as well as individual citizens, including as representatives of informal civic groups. Individual citizens have the right to propose decisions and to participate in the work of the Association, but do not have the right to vote.<\/li>\n\n\n\n<li>Any legal or natural person who wishes to become an official member of the BMBA shall send to the Association's e-mail a written reasoned request for joining its members, signed by an eligible person who declares that he\/she is such. This request must be accompanied by at least one reasoned written recommendation from a current member of the Association. Each application must also include a contact person and e-mail address for coordinating follow-up within the Association. The decision to admit new members to the BMBA shall be made by a qualified 2\/3 majority of all members, including \"implied consent\". If 1\/3 of all members of the Association are against the application, it shall not be accepted at this vote.<\/li>\n\n\n\n<li>Membership in BMBA shall be terminated in the following cases:\n<ul class=\"wp-block-list\">\n<li>Upon written request by the member to the Association's general mailing list. In this case the membership shall be deemed terminated immediately.<\/li>\n\n\n\n<li>On a proposal to expel the member concerned. In this case, the expulsion decision shall be taken by a qualified majority of 2\/3 of all members, including the \"silent consent\". If 1\/3 of all the members of the Association are against the expulsion, it shall not be accepted at this vote.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Any BMBA member can suggest solutions and topics for work by sending a letter to the Association's general mailing list.<\/li>\n\n\n\n<li>In general, the following working principles are observed:\n<ul class=\"wp-block-list\">\n<li>Any member or members proposing a topic\/issue for discussion and resolution also commit to working on it within their time and ability, except when an issue is raised as a matter of urgency.<\/li>\n\n\n\n<li>Each member to volunteer his\/her assistance on topics and cases that interest him\/her or on which he\/she can be useful.<\/li>\n\n\n\n<li>Any member may suggest other members as suitable for particular activities\/topics\/case studies, but without the latter being obliged to accept - they only do so if they feel they have the time and opportunity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Decisions of the BMBA shall be made by a majority of 50%+1 of the voting members. A special mailing list including only voting members is used for decision making. For decision making, the rule of implied consent applies, i.e. in the absence of a stated position within the allotted time, the member is assumed to support the motion. If there are more voting members who have not expressly supported a decision than those who have expressly supported it, the decision on the case shall be postponed for one month or more.<\/li>\n\n\n\n<li>If any member does not support the proposed decision, the same shall be passed in the name of the BMBA, and the list of persons supporting the decision shall not include the members not supporting it.<\/li>\n\n\n\n<li>The main working environment within the BMBA is chosen by its members. When organising meetings (live, online or mixed), the principle that the meeting must be announced at least 7 calendar days before the date of the meeting shall be respected. Exceptions are only allowed in cases of urgency. Formal communication to BMBA members shall be via its general mailing list and voting shall be via a special mailing list for voting members only.<\/li>\n\n\n\n<li>In normal cases, the voting period is 7 calendar days from the date of submission\/production of the draft decision.<\/li>\n\n\n\n<li>In cases of urgency, the time limit for making a decision is 24 hours from the presentation of the problem and the drafting of a decision. Urgency is defined as cases where a specific action is needed (most often with state\/municipal government bodies) or a response to a newly emerging public issue, without which action the members of the Association and\/or the mountain biking community as a whole would suffer harm in the form of restrictions, bad image, and the like.<\/li>\n\n\n\n<li>The financing and provision of the activities of the BMBA shall be carried out through each member's own resources. A compulsory membership fee for members may be set by resolution of the Association for each calendar year. It is permissible that the membership fee for legal entities is different from that for natural persons. Activities may also be funded through joint projects on behalf of the Association, prepared by an individual member and submitted for discussion and decision within the decision-making rules (all reports from such projects shall be submitted to the BMBA).<\/li>\n\n\n\n<li>Amendments to these rules shall be made by a qualified majority of 2\/3 of all members, including \"implied consent\".
